can you paint over powder coating

can you paint over powder coating

has anyone ever done this. im getting my engine soon and i am going to paint it the color of the car. the block is bare but the oil pan is powder coated. is it safe to paint over powder coating. im going to use automotive (standox to be exact) paint. can i just sand it, etch prime, epoxy prime, base, then clear it. any help would be great. thanks alot

You can use carb cleaner to strip it off. let it soak.

or if you paint over it just scuff it up so the paint has something to grib and stick.
