It shouldn't if it's still in it's goo phase. I use rubbing alcohol and a soft towel, seems to do the trick even on the old hard sap spots.

Clay bar and a microfiber for drying.
Go to an autoparts store, and get either a Mothers or Meguiar's clay bar kit, and clay your hood. by far the safest way to do it.

My '94 S10 Blazer had some nasty, hard, dried-on sap spots that took a very long time to remove just one spot of sap with a clay bar. After doing some searches around TGO and talking to the body shop that worked on the Blazer, I used some rubbing alchohol. It worked wonderfully. I put some on the sap spot and start rubbing lightly with a 100% terry cloth towel. Sometimes I would put a few drops on the sap and let it soak in first (and evaporate for that matter since rubbing alcohol evaporates quickly). After I got all the sap off, I then clay-bar-ed the whole car to get it ready for waxing.

The clay bar succesfully removed the sap!!I will now try to clay to clay the hole car for the hell of it, but the lube leaves a residue, the directions say wipe it off, but this doesn't seem like it will be to fun to wipe off!?!

use quik detailer or a product like that and a clean microfiber. should come off no problem.
one thing.. don't use the clay bar if the car is hot, or the clay itself will leave a residue.. if that happens, you can reclay when cool and it will come right off, or hit it with a quick coat of cleaner wax, and that will fix it up.

Well its going to rain here tommorow, so im not gonna do the car for a while, but judging by how well it took the sap off id say it will clean and smooth the hell out of any paint...it comes in a kit for about 10 bux at autozone. Id say its worth it

A clay bar is definitely worth it. Get a Mother's California Gold clay bar - one of the best.
When I waxed the Blazer last spring, I went over every inch of it with the clay bar first to remove stuff stuck on. There was a lot of small black specs (tar, rubber, and what not) along the bottom of the doors and the rocker panels that would not wash off and would smear when I tried to get it off with my finger nail. The clay bar took it all off very nicely.
