need help, what is it

i just had my car painted and i went to clean my rims and theres this like layer of spay of something on some areas of each rim, it could be clear coat i dont know. i tryed to clean it off with water but it wont come off, the only way i can get it off is if i scrape it off. how do i clean it off if its clearcoat? anyideas what it is? oh my rims are roh snypers polished alum
also i called the shope and told him and he told me to use paint thiner, can u use that on these rims??

Yea that should be fine if they are indeed polished aluminum. If they are polished and clear coated aluminum then you run the risk of having of taking the clear coat off the wheels. Lacquer thinner should work fine. Do you use a wheel polish when you detail your car? If you do then u can use that stuff as well to clean the overspray off your wheels.

when i clean them i just use water and soap.
im not 100% sure that these rims are polished alum, theres a pic of them below. does anyone know for sure how the ROH snypers are?
i dont want to use thinner unless im sure it will cause no damage to these rims, what rim cleaner would do the trick?
