Front bumper issue, and paint Oxidized to hell

Car: '91 Pontiac Firebird
Engine: 4-bolt 350 TBI w/ Holley ProJection
Transmission: T-5
Axle/Gears: 3.08, 10bolt
Front bumper issue, and paint Oxidized to hell
My car was under a cover for 9 months, wouldn't you know, when I get the cover off, the top of my paint is all oxidized.
Any product recommendations?
Also, my front bumper looks... well... crinkly... The bumper looks like it flexed and the paint all started to crack and chip off. I know I'll have to get it resprayed, but is there anything I can do so that this doesnt happen again?

Alot of the paint used on bumpers now, has "flex" in it. It is a flexible additive put in the paint so that it bends and flexes with the bumper. They also use an adhesion promoter so the paint sticks to the plastic better. So if it is done right, you should never have another problem.
