go to auto zone and get a sbc chrome engine kit. it should have valve covers, air cleaner, timing cover, etc... that is a cheap way (like $40) to make a big difference. for your manifold, id use engine paint and go with silver then clear coat. sand paper is just to get a rough finish, you have to go up to like 1500 grit and then use metal polish.
also, just clean up dirt/grime with a brush and some simple green. its amazing how good a stock motor can look if its just clean.

I'm in the process of this now.
First, go buy a plenum extension from a Vette if you have TPI. This piece is alumninum instead of the plastic one that came with our cars stock. Go to the TGO home page, click on Tech Articles and under "Beautification", find the link on polishing the plenum. Do this to all the aluminum under your hood.

sounds like a plan. however if i may suggest, id paint the block black and the heads/intake silver. that way because the lighter color is on top it will brighten your whole engine bay. besides, you dont want a silver block. it will show ALL dirt/grime. you might as well put white carpet on your garage floor
