Help! Dirty paint, scratches, and no buffer!

hey guys! My car has been having its bout of troubles, so Ive been working on it more than driving it. Its white, so now all the dirt/grease is on the car. I cleaned it the best I could with what I had, but its still dirty. What would you suggest to clean/polish the car with to get the **** out of the paint, and bring it back to the best finish I can?

Also, it has some scratches that I dont think I will be able to get buffed out, but would like to try. What would you use for this?

Thanks!

Unfortunately, you have one of the worst colours to maintain, the other one being black. Have you tried Turtle Wax Bug & Tar remover?
