Need help with cleaning up my new rims

I purchased some stock 4th gen rims from a member of my car club. And yes I know about the spacer stuff. They look great except one of them which has these spots on it that won't come off when I rub it with a wet microfiber towel. Here are the pics:

They might be hard to see, but they are there. In person they are way noticable.

Here is a good one to compare it to.

So could someone please tell me how I could get rid of these nasty spots? Thanks alot!

Exactly, I want to try some different things before I go and try to sand this stuff off. Because if it comes to that, I might just say screw it and leave it.

If CarPlan Wonder Wheels wont clean it....it wont come off. that stuff is insane, I had similar stuff on a set of rims on my uncle's vette, the only thing we could get it off with was Carplan wonder wheels...give it a shot...

scuff the wheels, tape, and repaint to a color/silver that YOU like. ITS EASY. besides, you can get rid of that road rash on the edge by sanding that as well. do a search on wheel refinishing... good luck!
