Missing piece?

I have two holes on my 91 TA. They are in the back of the car on each side, and are in the groove which runs along the bottom of the rear bumper cover. I'm trying to find out if there is something which is supposed to go inside the groove.

Maybe it was one of those 'dealer' installed advertisments. usually they just stick on, but maybe that one was different.

Ok. What I've got is a 1/4x1/2 inch hole in the rear bumper cover. There is a hole in each side inside the indention a few inches from the corner. I'll try to post a pic if I can get one done. The only thing I thought might go there is a reflective strip like the one over the tailights.
