how to clean disk brake backing plates?

how to clean disk brake backing plates?
brake clean and a wire brush got me thru what appears to be a galvanized coating in one spot 
this is a texas car with about 1/4" of good old texas blacktop fuzed to it. it took an hour to sort of clean one side of one plate!
there has to be a better way without hurting the finish. they are getting painted with caliper paint anyway tho.
tia for any ideas!

think ez-off oven cleaner would do it without eating the finish?
