Transmission: 700R4
Axle/Gears: 10 Bolt
Hood Fixable? (Pictures Included)
Long story short, someone used paint thinner on the hood. I don't know what those white spots are.
can it be fixed without applying paint? and if I was going to get it painted how much would it generally cost?

if its not dirt in the picture, and thats whats left of the paint, then yes you need paint.
get a local quote, should be a few hundred i would think? (just the hood)

IMO, if you try to restore the color it's just going to take more to strip the wax (etc.) off when someone goes to paint it. The way I see it is that you have a couple of choices. Either paint it or try to find the same color one at a junk yard. I was lucky enough to do the second for $40 and it's a close enough match until I get the car repainted.
