I know I would have to clean / scrub with tri sodium phosphate to REALLY clean them... then I was thinking Krylon White (for plastic) and a sealer if needed....

For the coolant tank I would probably just get a new one there are still some on ebay.

I just purchased a new coolant tank last year at the dealer for $15ish

 

Different years apparently had different sized tanks, both of which are available from the site below:

If buying new ones is not an option, I have had limited success in using drano crystals to clean out the inside of them.

Be careful ...that crap will burn through your skin if it gets on you. Use heavy gloves

Sorry wasn't paying to close attention...I just bought one of these exact bottles for my 84 camaro. The bottle is for 82-87 camaro so I should be okay.

 

not if you want the washer pump to work, or you would have to mod your car with a pump from an earlier year. in the later years the pump is on the tank itself

 

The one that onthedownlow links to appears to be the early style where the washer pump is mounted on the wiper motor (IIRC, 82-87) which should fit his 84 without issue, but not the OP's.
