Can I still fix orange peel paint after 2 years?

My black Camaro's paint has the orange peel effect. It has clearcoat. First, is the the orange peel in paint or in the clear coat and if it is in the clear coat, is it still possible to wetsand and use rubbing compund to get it smooth. The paint is about two years old.

Yes you can if the paint is still in good shape. Use a power polisher to do the buffing though.
