Rust got to one of the mounting holes of that circled trim piece so...

Would it be easy to find a cutout of the circled area & welded it in OR would it be easier for a Body Shop Professional to fab?

I had this issue and i cut out the section and welded in a new sheetmetal. Before cutting it out make a card board template of where the holes are to make it easier to mount the ground effect back.
