paint prep

I'm going to be getting my car touched up paint job on little knicks and scratches and paint peels like on the spoiler. I read the tech article on prepping for a paint job and I was wondering if that was all that was needed to be done was the wet sanding.
Also on the groundfx, mine the paint is gone on most places and do you still wetsand the groundfx even though it isn't metal, but fiberglass??
Any help or comments appreciated
TIA

you need to clean the surface thoroughly with paint prep or some sort of solvent. being clean is the name of the game. also mask off what you don't want painted because some shops will just douse the whole car.
