radiator air blockage

radiator air blockage
i crawled under the nose to see how much room i had for an aux fan and/or tranny cooler and saw this black plastic cowl that stops short 6 inches from the top of the radiator and was wondering if by removing this the engine would run cooler and also have more air flow up into to the IROC intake boxes
