Leak in rear bumper cover flange, how to patch?

Leak in rear bumper cover flange, how to patch?
Hey guys,
My spare tire compartment is taking on a minor amount of water due to a leak in the bumper cover flange. Water runs down the hatch and into my tail light, down the top of the tail light and onto the flange, then into my hatch and out the little hole for air/water to drain. I want to cover this leak so I can put my panels and system back in my car, should I just cover it with body filler, or will I be begging for a rust problem down the road? Let me know how I should do this, all the bolts seem to be tight, the flange was never messed with.

Thanks, I was thinking on doing that, but I am going to put it INSIDE the car in the spare tire well. Do you think doing this would cause rust on the outer part of the leak?
