Usually the last stage before paint or primer would be a very little, what is called feathering, with a 400 grit sandpaper. Any thing less than that and you will see marks as the paint cures. It does not need to be taken beyond that.

Good luck

ya 400 is a good final grit to use just prior to primer or paint. You may see a few sand marks in the paint if you dont put enough paint on but if its just for primer then thats fine since you will be WET sanding the primer anyway. 400 to wet sand also.

I need to remove some rust and flaking
paint, the primer is to keep the rust at bay
until I get it painted this summer.

Depending on what you are looking at for rust, you might want to do something different. If it is just surface rust then ya, go ahead sand it down and prime. If it is more than that you might want to go with a product like POR 15 to reverse it and then you will have better luck when you go to paint. Primer won't stop rust and in fact if you leave primer on for too long it will actually rust out underneath. Primer by itself does not like water. The paint and clear are what forms a seal and keeps moisture at bay. You might want to do some more research on this.

Good luck
