one of the vaccuum lines isnt hooked up. had the same problem on my 91z. the line was connected at the engine, and everything inside was ok too. i pulled the line off the plenum and blew into it heard it pissing out behind the block. looks like the hard plastic lines snapped, it was an easy fix. Hope this helps.

Since not everyone is graced with a TPI, I'll describe the area for a TBI.
All hvac controls draw their vacuum from the motor to operate.
The TBI vac. line is located under a bunch of crap near the rear of the intake (white arrow shows where mine is). It 'T's off to a vacuum reserve canister but, the main part goes through the firewall to the gauges (located generally where the yellow arrow is pointing).
If for some reason the lines are bad under the hood, there will be no vacuum to operate the servo's for your hvac.
Another problem area is the vacuum selector on the backside of the hcav controls. Over time, the seal can wear out causing the selector to develop a leak or, as with mine, the tab that connects it to the vent selector broke.
TPI works the same way but, the vacuum line is routed to the TB at the frnt to the plenum.
