The Seatbelt was for all. If you car has had the seatbelt recall then you can tell, unless you happened to be one of the ones they replaced the whole buckle for. If you look at the red (probablly pink now) button there will be a little tap on the edge if its been replaced.

The Fuel system was For specific engines/vin numbers. I beleive it was either V6's or the TPI V8's but not sure which specific engines it was for in 89.

Looked on the NHTSA web site, the fuel deal was a hose under the hood on V6 engines, the belt was a plastic piece in the buckle that the sun damages.

1989 Van Nuys from KL200001 to KL264406,

but the dealer is required to replace all if one is showing signs of becoming brittle or has broken. If the button has turned pink then you will have to push the issue.
