Get rid of surface rust?

Engine: 2.8L V6 2BBL (yeah I know...)
Transmission: 700R4 automatic
Get rid of surface rust?

I'm getting ready to prep my car for a new coat of paint, and first have to do some body work. The last owner of the car was a moron who drove it through 2 or 3 winters and evidently didn't think a Camaro was worth washing once in a while to rinse the road salt off. Needless to say, the car's body is riddled with cancer around the wheels and a few other spots. Does anyone have any suggestions or techniques for getting rid of the rust and KEEPING it away? Other than cutting affected body panels away and welding in new metal, that is. I know new metal is the best way to go, but I can't afford it and have never welded a bead in my life.
