padding under carpet

aight guys i am kinda new to the forum "posting" and all but have been reading quite abit. here is the picture im facing i went to a party one night and decided to park my car by a water drain away from everyone else "apartment complex". well went inside and got a lil toasty, went outside and damned if it wasn't a monsoon. ...drunk and not wanting to get wet (what was i thinkin) my 2 friends and i decided to run through knee high water to get to my car...opened the doors and what do ya know i am now sittin in my car with beer, cups, and other sh** floatin around on the floorboards. started the car and was blowin bubbles out the exhaust (i know not good), and it really didn't help that every stop light we hit we tried to dish cups of water out the windows ,when i would slow down the objects floatin would end up under my feet and when i started moving again they ended up in the back floorboards. well now that you have the full effect going here is my question.

i am trying to install knew carpet and all but when i pulled it all up i found some brown padding near the fire wall that is like completely soaked...can i rip it up and get some more to install or do i really need it?

p.s. the day afterwards it was 97 degrees and near 90% humidity...what a smell

thanks for reading it all and for the help
