Rear Quater Panel Rust...

I am looking for advise on my current situation. I have rust on my rear quarter panels, and would like it taken care of as my next step in restoring. There is a rust hole above the fender lip on the drivers side about the size of a 50 cent piece, it looks pretty bad, and just some bubles above the fender lip on the passenger side. Now i dont know how bad it looks from the inside to know if this is a major issue or not. I would like to replace the quarters, but i have no idea what i am looking at for cost doing that. Has anyone replaced the rear quaters to know what that labor would be? How about fixing the rust? Looking for people that have been here before... Any and all ideas are welcome... I will try to post pics of the quarters soon if i can.

Thanks

My wheel lip rusted and the body shop just removed the rusted metal and welded in new material. This repair is not cheap, I think the price was about $400 five years ago. That was for both wheel wells. Since then I have used POR-15 to protect this area.
