windshield frame rust?

The frame around the windshield on a t-top car, if it has rust can it be cured? Theres an IROC in desperate need of some tlc, but the rust around the windshield is kind of scary? I just want to know what would be involved in repairing it, if it can..

Mine was pretty rotted, it needed extensive metal repair and patching...and a little filling here and there. It can be fixed depending on how far it has rotted.

Before-

After-

It was, under those bubbles... you could poke a screwdriver through it. It all had to be cut out and patched with new metal

I've had this happen to 2 GTA's of mine.....I have another now and I'm trying to gather some idea's on how to best prevent this from happening. All the GTA's were hard tops, I'm guessing the moisture is entering through the windshield frame weatherstripping and becoming trapped therefore creating the bubbles.

I am also about to replace the headliner too, I wonder if I could then do something.
