Prepping a car for paint
I have just the factory paint on the car right now, but unfortunatly for me the car was painted in van nuys so i have a flaking clear coat issue, i was planning on prepping the car and sending it off to macco, what steps should i take ? Basically what im saying is how deep do i need to go beore i prime and block sand ?

You need to sand off all of the offending layer. You can't just sand around the peeling area, because other spots of the same layer will probably end up peeling later on. If the clear is peeling, sand off all the clear and into the base coat. Then use a sealer so that the original paint doesn't react to the new paint. I perfer PPG DPLF Epoxy Primer.

If you have the time you might wanna sand the base coat off too. I had some problems with the base chiping off of the primer on my car and its not too uncommon either. But thats alot of extra work too.. up to you.
