2 part epoxy and some time......
Mix up the epoxy per directions and place some on each piece (the spoiler and the bolt that broke off) then set it back together, trying to make it sit in the exact position it was in before it broke off. You will have to hold it there for some time, so have the TV on or something. Even the quick dry stuff seems to take forever to set up. Just make sure you have it in there at the angle you want it because if it's not.............
