The quarter turn hold down stud is GM part number 10027845. They are available from www.collectorsautosupply.com. They purchased the remaining stock of these from GM. Also the prop rods and some of the brackets. I think the studs are about $20 each.

Yeah, I had to get one of the quarter turn screws to complete my spare set last year. $20 was the cheapest I could find it from anybody. You could try a yard, but I tried calling around and most don't want to spend time on just one screw. Also, most thirdgen factory louver units have not faired too well in wrecking yards. Collectors auto supply seems to have gone around and purchased a lot of left over dealer stock of F-body parts. They have a lot of stuff. They have the stud and bracket that you need. They are quite pricey however. Jim also takes a while to answer his e-mails.
I'm sorry. I think the website crashed soon after I read it and I forgot to respond. If I remember, you asked how they get attached. Each slat of the louver slides on and locks onto the side ABS pieces. A small amount of black RTV seals it in place. The installation process isn't as easy as you think. As for the price for the side ABS, make me an offer. Shipping will need to be extra.
