Highbeams problem and headlight problem

Car: 91 Camaro RS, 99 Camaro Z28
Engine: L03, LS1
Transmission: 700R4, T56
Axle/Gears: bunch of 10 bolts how scary is that
Highbeams problem and headlight problem

I am having a problem with my highbeams....when I pull the switch back I really have to mess with it to get them to come on. Sometimes I even have to mess with the tilt control to get them on. Then they stick on and have the same problem getting them off. Anyone know how to fix this?

Also my normal lights seem to only point to about 10 feet infront of my car. How do I fix this?

I just bought this car and this is my first third gen. so sorry if my questions are stupid.
