Front bumper sagging.. any suggestions?

Front bumper sagging.. any suggestions?
I picked up my '89 Iroc about three months ago for $1600 as is. It's in pretty good shape (even better condition now) except the front end. The car was obviously in a front end collision at some point in time. When I bought the car, it had a V6 Camaro hood that was held down with hood pins. I purchased a stock Iroc hood which is on there now (still need a passenger side louver.)
The problem I'm facing is that the bumper sags nearly 2 (two) inches in the middle. It's nearly perfect on the sides, but near the middle it gets nasty. It seems as if the bumper doesn't fit exactly all the way around (near the sides and such) so I'm thinking it might not be original. The GFX don't line up perfectly either.
So at first I was inclined to think that the actual bumper cover is sagging. But now I'm thinking that the problem is more serious, and that it could actually be the deal holding up the bumper. I have a zoomed out picture that I can show for now.

So... with this brief description, what do you think the problem might be? And how do you think I should go about fixing it? I'll be taking it to a body shop soon to see what the estimate is (it'll be too much.) I'm avoiding cutting off the front end and welding an entire new one on.

Don't know about the front end, are the supports all there underneath? Several honeycomb plastic blocks and plastic arms that hold the nose in place. Where did you get the sound insulation? Fatmat? Does it make a worthwhile improvement? My car is pretty noisy at highway speeds and I've been trying to figure some way to quiet it down especially in the back. Pretty good looking car even though it is needing some fix up work. I'd get some air filters on there pretty quick.
