Outer door felt strip..?

Does anyone know how to properly put the clips into the bracket? its 94 z28 not sure if 3rd gens are same...but need to know how the clips work..? any help appreciated

Axle/Gears: ones that turn.

Clips? Bracket? The ones on a thirdgen are held on with about 8 small phillips-head screws....
