How would you fix this rust hole

Hey guys, I am new to all this body business, so just gathering opinions.

I've been sandblasting the underbody of my car and while at it, yesterday also sanded the rear wall. In one spot next to the frame piece, rust has completely eaten through.

Here's what it looks like:

Reference shot (this is the rear of the camaro):

so what is the best thing to do in this situation?

Well since it's on the frame that probably complicates things a bit. It doesn't look too bad. I would just sand the rust away, and put some paint on it to try and stop it from spreading. Maybe weld on some new metal.
