Rear View Mirror

I recently bought a GTA optioned rear view mirror and was installing it on my car when i noticed it isnt angled right

there are two adjustment points looking at the mirror...the normal one where it attaches to the mirror and the point where the mirror mount attaches to the mirror shaft

is this second mount mentioned movable...i tried a little and it wont move on my old or new mirror ...anyway of adjustment?? is it stuck??
