Bad primer/surface rust problems

Bad primer/surface rust problems
I have a white 1991 Trans Am which is affected by the bad primer that GM was using in the early 90s...there is a good amount of surface rust on the roof (btwn the t-tops and hatch), a-pillars, and hood. I'm cosmetically restoring the car, but it will be a slow process as I have very little income, and I don't want to drive around with nasty rust for a long period of time. I won't have money to paint it properly for probably six months or more. In the meantime, I'm looking for an inexpensive cover-up sorta job...it doesn't have to look great by any means, but at the same time I don't want any rust visible. Can I just sand the rust out and then paint over it with some rustoleum or something like that? I also don't want to do any permanent damage, since I plan on getting a good paint job for it in time. One more thing...when it comes time to paint, will I have to strip the car down to bare metal to get anything to stick to it?

They sell a rust convertor that may work for the short term. You wire brush the rust, put that stuff on (clear when it goes on) after it reacts, it turns black and you can paint over it with a primer.

you can just scuff sand it, then spray bomb it with a white paint, something waterproof if possible, ie enamel, epoxy, most of your generic "rust paints"....
But yea, that'll just hide the rust cosmetically. When you are ready to paint, get ready with your angle grinder and a good 36grit disc on it, you'll be uncovering a lot of junk then.

My fenderwells show rust. Before it got worse I took off a loose layer of surface rust with a DA then painted it with rust converter for over winter til I can get some primer on n paint her. Also used it in the trunk of my TA, water leaks in so it was starting to rust, and that can't happen since its rust free Cali car so I coated that with rust converter as well. Works good.
