paint question

paint question

my bird has been sitting for about 2 years now and i figur its about time to get it back on the road. Im going to get it repainted soon but i got a question. My bird is all white with 2 blue stripes but on the paint there are tons of little bumps. Not like rust bubbles but little tiny bumps. Its like my car got cold and now it has goose bumps....its exacly like goose bumps..... Anyone know what this is or if its really bad??? Any info would be awesome...thanks!!

it could be a bunch of stuff.. Could be dirt in the paint if someone repainted it, could be tree sap, rust, i had railroad dust all over my truck was real ruff.(live by the tracks) could be orange peal.Can u pick the bumps off. Or are they under the paint??

i can't pick them off, there under the paint ..... but like I say, they're goose bump size and all over most of the car.....I hope it's not rust
