splash guards

I read somewhere on here that splash guards help prevent rust. Are these just mud-flaps, or are they something different?

no mud flaps are a pice of rubber or some thing that help rocks from flipping up and chipping your paint. splash guards are moled plactic that look like these

um......... i guess so. only because the stones do not chip the paint and cause the bair metal to show thats my only guess
