quarter panel issues

my 89 iroc has some bad rust issues the floor boards are rusty but no holes the paint on the fenders its started to flake from rust bubbles. The big problem is the passenger side quarter panel it has a baseball size rust hole visiable from the exterior and if u look were the spare tire is the old owner put sheet metal over this massive hole that if it wasnt there the tires would go clean through it. Im trying to get this car to pass inspection and your not aloud to have holes in your car so how can i fix this huge rust spot without paying 600 for a new quarter panel?

Your only options are to weld on a small piece of sheet metal (may be hard depending on where the hole is) or just get an ***-load of bondo. I strongly recommend the first one.
