Floor pan rust

I have a 1987 camaro , while changing out carpet I found some rust hole's under the drivers seat and a 4 inch round hole infront of the driver's side rear seat. The passenger side floor pan is in very good shape, just a little surface rust. What can I do to halt rust in it's track's ? I know welding a new drivers side floor pan in is the preferred way but have no access to a welder. Any other repair ideas? How much can I expect to pay to have patche's welded in? Any help will be very much appreciated.

Re: Floor pan rust

If you have the tools, you can paint over the rust will some rust inhibitor and rivet in some sheet metal for a temporary fix, but in the long run, you'd need to get the rust cut out and have some sheet metal welded in it's place. And some rubberized undercoating would be a good idea, too.

Re: Floor pan rust

Sand down all the surface rust, weld in patches for the holes. And POR-15 your whole floorpan.
