Steering column problems.

Steering column problems.
I don't know if this is the right forum but I didn't know where else to put it. But anyways here it goes...
I'm workin on a 89 RS and trying to restore it to running condition. I bought the car with a jacked up steering column so I went out and bought a used 91 column hoping after doing the VATS bypass it would bolt straight up.... wrong. Turns out the one i bought its about 3/4" to 1" too short even after beating the floor mounting plate back a little bit. Actually beaten back quite a lot. I wanted to just weld an extention on it but my rents won't let me because they fear a weak weld is a safety hazard. I'm kind of out of options because if a 91 column won't fit then a 90 or 92 probably won't and I can't use a 88-older because they don't have the VATs keys and I don't know if that would mess with that. Anyway I can make these two mateup fine or am I going to have to sneak around and weld it on anyways. Any help is appreciated.
