Need help removing absorber pad/bracket or rear bumper

I was swapping my RS rear bumper cover over to my 87 lt and while that went fine, the metal bracket that the absorber pad bolts onto is all rusted, and i would like to replace that also. I took off two bolts on both the left and right sides of it and cant finsd anymore. anyone know how to take it off?

This is the metal piece that the plastic clips on the bumper cover go into (if that makes it any clearer)

there are some poprivets that are holding it on. Drill those out and it should come off.
