i just picked up a 36/24 sway bar and wonder bar setup off ebay. it has light surface rust- its actually in pretty good shape from '86. i plan to take a wire brush to them to get off any loose paint/ rust.

here's my question(s): i'm using rustoleum stops rust gloss black spray paint. should i have to/ do i need to prime the pieces before i paint them? do i need to take off all the old paint before priming? is there some kind of pre-paint surface cleaner i can use to make sure its totally clean and ready for paint? i had just planned on using brake cleaner and was wondering if there's some sort of alternative.

i'm not looking for perfection i just want to to be decent.
