paint prep for decals???

ive waxed and buffed it many times

is there a prep solution or wash/wipe that cleans the surface for good contact so the decals dont peel off?

Just buy some denatured alcohol at the parts store and wipe down the area to be stickered. Wait a day or two after applying the stickers and rewax the area around the stickers as the alcohol will remove all wax protection.
