paint and body people

need some opinions on how to approach. Will I need a whole new quarter and fender, or can I make a patch panel, or will i ba able to bang it out?

Fixing that would be easier and cheaper than putting a 1/4 on.

But maybe not on the fender depending on what you can get a good used one for.
