Rusty floor.... or not????

Rusty floor.... or not????
Hey,
So the other day I ripped out my seats, console, and carpet and was planning on POR15ing the rusty floor. Well.... it turns out the floor isnt rusty... at all. Except some on the drivers side. Should I still POR15 the whole floor, or should I not fix whats not broken? If people think its a good idea to go through with it, whats the easiest way to grind of all of the old paint, cause I know they say painting POR15 over paint completely makes the POR15 useless.
If I shouldn't do the whole floor, should I at least do the drivers side area? Im planning on doing the whole underside of the car somtime in the near future.

i've heard that por15 is fairly expensive, and personally, if you plan on doing the whole bottom, id just do the tops (inside) too. but obviously cost and time will determine that. just my .02

You can POR 15 just the rust spots. you need to clean up everywhere there is rust, scuff the surrounding paint well and use the rust neutrelizing acid. make sure everyhting is super clean and dry and then paint just the rusty areas, overlapping onto the good paint only where you have sanded it. Theres no point in painting over the good paint, it wont stick. use a wire wheel, or even better sandblast, the rusty spots first. carefully follow the instructions for drying time and do at leats 2 coats. dry and do it in low humidity conditions and let it cure for a couple days before you put the carpet back on.
