My '84 Firebird has the turbo wheels with the bowling ball caps. The guy who sold it to me obviously tried painting these himself as the black paint is peeling off 3 out of 4 of them.
I was wondering,
1- What's the best way to take the peeling paint off and
2- How should I paint them so they don't peel again.

I think they are aluminum.
