Hey guys. recently removed my front clip to do body work an prep for paint.When removing my headlight panel started to just crack and fall to the ground. Previous owner must have snapped and broke peices and gooped them back on.

I now have a new panel an would like to know if I should attach to the clip THEN my car..or attach the clip to the car an then work the panel in?

Any advice/steps or anything would be great.
