advice on restore project and primer/sealer

ok guys rookie here , heres the situation i have right now
bought a camaro that was striped down to the metal ,sandblasted and all the rusted area was repairs , replaced rear quarters , replace shock towers and subframe was sandblasted and reassymble the guy has the car in storage for about 2 years and just had gray primer on it . it looked like it was spray caned on now i bought the car and am working on getting it finished but i want to sand it down due to serface rust. what can i do to seal the metal and prepare it to get sent to the body shop. also i was reading that since i am painting it black
that i should primer it with black primer? whats advice can you guys give me
it will take me a while to complete say another 6 months due to being in iraq
before it goes to the paint shop. i am afraid the serface rust may come back if i dont take care of it. need the advice of the experts. thank you for your advice in advance.
