Need help with front bumper!!!

I've had the front bumper off my car for a few years now, and I can't remember how it goes back on. The trouble in question is the top two holes on the bumper cover. How does that attach to the fender? The two holes below them have that bracket with studs...does the top have that?

I believe the bottom two have studs for a nut to be installed from the fender side and the top two are theaded holes to install bolts from the fender side.

That's what I thought...but I don't have any kind of j-clip or anything on the top two holes. The pictures at the dealer didn't show much either. It's just been so long since I took the bumper off, I don't remember what it was.

They must be different than the 91-92 model, on those the metal bracket has the threaded posts on it for every hole all the way to the top, and nuts go on them from inside the fender.
