Do I Need This Baffle?
I put a used front ground effect (chin spoiler) on my 90 camaro and I noticed that it doesnt have any bolt holes for this lower air baffle to attach to. Is the front grount effect supposed to have holes or were there cars without them? Do I need this lower air baffle? I dont want to have to buy another front spoiler because they are expensive. Will this effect cooling? Here is a picture of the lower air baffle.

I have been missing mine since 97 when I ran over a dog. I've had no cooling issues with it being missing. All this piece really does is smooth the air flow toward the radiator and keep it from "bouncing around". If you were missing the other verticl air dam, that would be something to get replaced. Myself, I wouldn't mind finding a brand new baffle like your pic there to replace mine with..for restoration purposes.

So this lower baffle just helps airflow? I have been driving without it and a front spoiler for few months and the car doesnt get hot while driving but it will warm up to 220 at stop lights. The previous owner had a front spoiler from a 91-92 on this 90 and it didnt look right to me, I pulled that off and put this one I found from a 85 at a wrecking yard. The 85 at the wrecking yard didnt have the lower baffle so maybe there were cars without them, or maybe that owner cut the mounting holes off?

It doesn't help airflow..just kind of provides a smooth passage for it as the air is directed up behind the bumper from under the car.

The two are basically designed to work together..the one I linked catches the air and guides it up toward the one you have in your first post..and it rolls into the radiator. Hitting 220 at stoplights isn't the result of your deflector being absent..it's just the nature of these cars. That temp is quite common, and your fans should kick in at 225.

I have the air dam you posted a link too. That's the plastic piece that hangs low under the car right? If the lower baffle just provides a smooth passage or air flow then I should be fine without it as long as I have the air dam. Does the lower baffle provide any support for the front end or is it just for smoothing air flow?
