Good camaro buy or a lemon?

ok, i know this isnt the right place but i cant find one so here we go. ok, im 16 and looking for a descent, running 85-92 camaro. one to work on for a while until i can save some cash for insurance and gas. anyways, i found one i really like, and i would like some opinions. thanks!
(ps this is my first muscle car, i currently have a tacoma. want a camaro though, very sick, awesome car)
-1992 Camaro RS 25th anniversary add. T-Tops
-305 TPI (originally TBI) with 5 speed (t5?)
-descent condition Black exterior w/ red rally stripes (some clearcoat fading, but im not too worried)
-grey interior (needs a little work, mainly clean up)
-stock rims

Ok heres whats wrong with the car.
-cold natured at start(must be kept slightly higher than idle for ~60s)
-DID cut off at stops, but owner adjusted timing and says fixed the prob(i havent test driven yet)
-Front spoiler cracked at ends of front
-driver door handle wont open (nothing major)
-hatch is missing exterior lock, interior switch doesnt work, but still accessible with pliers
-door felt needs replacing (where door meets window)
-headliner needs to be tightened (the whole cardboard piece is loose)
-probably needs deep tune-up
-front RH fender spraypainted
-rear RH fender has scrape marks on outmost edge of fender

so, besides some replaces, the car just really needs a good tuneup and deep, thorough cleaning (a weekend and a buddy should do it)
i really like the car, the colors and body have me hooked. my parents say i should wait and buy something "nicer", but, this sounds corny, my guts tell me its a good buy. the owner wants 1900, and i guesstimate 600$ tops to repare/replace/tuneup. does this sound like a good buy? before i purchase, ill definately test drive, give it a thorough check with my dad, and buy a Carfax/autocheck. so, whats your opinions? ill post a link to the ad. thanks guys! lookin to become a member of the fbody family!

I would offer $1450-1650.

Most things are minior and can be fixed with time but it also subtracts from the value no matter how small.

Better deals can be had - especially in our area (I'm assuming that's Greenville/Anderson SC). My 1992 RS had less issues, and I paid $900 for it. I had a 1990 with no issues but needed a door, and I only paid $500 for it - but then I am really tight and hunt alot. But the car does look pretty good - offer less and see what happens - always helps to have cash in hand - nothing says lovin' like 12 $100 bills flashing someone in the face!

you didnt mention miles?

i know your itching for a hot car, but honestly, pass on this one. If you want something reliable, dont buy a car that has been modified. The engine swap and starting/running issues cause concern, if the PO took shortcuts, you could be looking at a lot of money for repairs and headaches. It seems to have a lot of little issues that will add up.

It needs a lot of work

AND, the big possible deal breaker of all 3rd gens RUST!!!! if you do end up just having to get this car, you need to look it over, especially on the ENTIRE floor area, both sides, under the front, radiator support, battery tray, rear bumper and frame for rust. These things can look really nice and be totally worthless rust pits.

I was just like you when i bought my 86. I was 17, it was a red car that looked badass and had a big engine. It was and still is a money pit, now i intentionally put money into it, but when it was my DD, i had to fix so much stuff it was ridiculous, things were constantly breaking and it only lasted a year and a half before it finally took a crap and i parked it. I started rebuilding it about 6 months after as a project and it hasn't stopped 8 years later.

Took me 4 years to find my 92 bird, at least i know these cars now, and I looked at so many cars i lost count and so many were rotted and run into the ground, keep looking, if you are patient, a good deal will show up sooner or later. Especially for what this guy wants. you should be able to find a pretty nice car that doesnt need paint work and runs well for under 2k anyday.

I'd have a mechanic check out the engine and the TPI swap, make sure it's done well. And offer him $1300. And just like stated above... rust rust rust make sure you check the car inside and out! If there are a few bubbles on the body you can almost certainly bet that you'll be greeted by more crap on the underside.
