Yes! A 1985-90 base/Formula bumper with the black 'eyebrows' should bolt right up. Marker lights and turn indicators are probably another story though, so I'd look for a car to take the whole assembly off of, lights and all.
I was about to say I've got dibs on your 91 bumper, but I just remembered no Formulas had ground effects, and I need one with them to replace mine.

You can but there's more involved than just changing out the bumper. You'll also need to change out both headlight assemblies and the inner bumper as well. Also, the 91-92 cars used different headlight bulbs than the earlier cars so you'll need to change over to 82-90 headlight connectors. (The headlight motor connectors are the same 87-92.) Also, the turn signals are in different locations so you'll have to modify the wiring.
