I should be able to remove all of that inner layer from looking at it right?
I do wonder if its safe to remove that support beam at the back though, seems it might be want to sag without it or something like that. Let me know, thanks.

all of it can come right off. just leave the very back where the cowl opening is

in the first pic. the section closest to the bottom. cut it about 2" from the hood pin holes and strip the rest. leave that and re enforce it with fiberglass. hood shouldnt flex much after that. like this pic. leave this section and add more fiberglass
